I don’t think you can easily obtain the files without using Connect IQ in the first place (unless the developer distributes it elsewhere), but once an app is installed on a watch, Garmin puts it into the folder /GARMIN/APPS - so copying the app.iq file from there will allow you to easily restore it (by copying that.iq file back into the.
